Why Scouting-ICO?
Scouting-ICO is a token distribution method which makes organizations on chain (Not fully DAO) without funding money at the first stage.

Flow
(1) The Scouting-ICO deployer issues some NF-tokens to himself, sets passwords each of them. Who has this token with the password will be authorized to join his community/service/organization.

(2) The deployer scouts people to his community/service/organization by telling the passwords. Passwords enable holders to [1]login [2]change password [3] transfer token
(3) Tokens (membership) can be dealt on DEX or an usual exchange.
Service
Services as collaborations and complimentary in each community are introduced by members. These authorizations can be easily established by PCS-system (Scouting ICO is based on PCS=Product Crowd Sale protocol).
